I suspect that was a big part of the reason for the scale of his new contract.

If the kick return changes come to pass, then the signing will be viewed as the typical "Packers being ahead of the game" observation.
The jury is out as whether they will be considered innovative or disruptive!
Change 1 Theme : Only the kicker and the catcher can move before the ball lands.
Change 2 Theme: The focus will be on where the ball first lands - the ball needs to land between the goal line and the 20 yard line to be considered fair and enforce the returner to return the ball (no more fair catches). Outside of this and it's an automatic place restart (depending on if the ball landed early, or out or through the end zone).
So Nixon will have at least 3 seconds to get up to speed and "downhill" on kickoff returns - I'll take that!
