25 Players the Packers Should Pursue in Free Agency

25. Colts WR Donte Moncrief

Moncrief struggled in 2017 due to injuries and the absence of Andrew Luck. That being said, the 24-year-old has yet to reach his prime and is oozing with talent. At the right price, Moncrief could be the playmaker that the Packers need on the outside.

24. 49ers G Brandon Fusco

Fusco has come a long way since getting drafted in the sixth round by the Vikings in 2011. The 28-year old had a strong season in 2017, grading out as PFF’s 24th best guard in run blocking, 20th in pass protection, and 22nd overall. He bested Jahri Evans in all three categories. The Packers should give him a look, if the price is right.

23. Buccaneers QB Ryan Fitzpatrick

22. Jets QB Josh McCown

Fitzpatrick and McCown would both be superb additions to the Packers roster. If the team’s intention is to bring in someone who will mentor Brett Hundley and help him reach his potential, they can do no better than either of these two. If they intend to sign someone who can step in for Rodgers in the event of an injury (knock on wood) and give the Packers a fighting chance, either of these two will do the trick. Of the two, McCown is less likely to sign with a team where he has no shot at starting.

21. Jaguars WR Marqise Lee

Unlike the rest of the receivers on this list, Lee is not a burner. The 26-year-old is similar to most of Green Bay’s receivers in the Rodgers’ era (Nelson/Jennings/Adams), in that he’s more likely to beat you by breaking tackles and savvy route running than with breakaway speed. Seeing as though the Packers were quite successful with similar receivers, it wouldn’t hurt for them to pursue Lee in free agency.

20. Ravens WR Mike Wallace

Even at the age of 31, Wallace is a still a deep threat who can take the cover off the defense. His hands have steadily improved, though concentration drops will always be an issue. He served as Flacco’s top target for much of the 2017 season and was surprisingly consistent. It’s unlikely that the Packers would have to break the bank to sign Wallace, given his age and the number of young and talented receivers that are set to be free agents.

19. Giants G/T Justin Pugh

Pugh’s first four years with the Giants were solid, yet unspectacular. His two highest graded seasons came when he spent most of his time at guard. His time at right tackle is best described as “average”. The 27-year-old has missed 17 games since the start of the 2014 season, and I can’t imagine him getting more than 5 to 7 million a year in free agency. The Packers could sign Pugh to start at right tackle until Bulaga comes back, and then move him to guard once that happens.

18. Raiders LB NaVorro Bowman

Bowman used to be one of the premier two-dimensional inside linebackers in the game. He had excellent coverage skills and few were better at defending the run. As he showed in his brief stint with the Raiders, he can still make a significant impact as a run defender. Injuries have taken their toll, and the three time pro-bowler’s coverage skills have deteriorated because of it. That being said, he’d still be the most impactful inside linebacker the Packers have had in a long time.

17. Bills CB E.J. Gaines

Gaines doesn’t have the name recognition of Malcolm Butler or Trumaine Johnson, but he is arguably just as effective. PFF gave Gaines a grade of 85.9, which is third amongst free agent cornerbacks. The 25-year-old graded out well in coverage as well as run support, but has had durability issues throughout his career. Gaines won’t be cheap, but the fact that he has missed 10 games over the last two seasons could drive his price down.

16. 49ers SS Eric Reid

Reid is another talented player who could come at a discount due to health issues. There are many similarities between Reid and Morgan Burnett (Reid has dabbled at LB for the 49ers). The 26-year-old would be a sufficient fallback option if Burnett were to sign elsewhere.

15. Cardinals WR Jaron Brown

There were a lot of inconsistencies on Brown’s 2017 tape, but the one element to his game that was consistent was his ability to get behind the defense. Here’s one example:

The fact that he did that against the league’s best secondary is certainly noteworthy. 12 of Brown’s 31 receptions (38.7 percent) went for 20 yards or more, while none of Green Bay's receivers had more than eight. If the Packers are looking for a cheap option to quench their need for speed, they should give the 28-year old a call.

14. Cardinals CB Tramon Williams

If you were to play a game of connect the dots, it would lead you to the conclusion that Williams will end up in Green Bay. The 34-year old played in Green Bay for nine seasons before signing with Mike Pettine’s Browns. Williams was PFF’s eight ranked corner in 2017 and finished with the highest grade of his career. If Ted Thompson were still GM, I’d bet the house on this reunion taking place.

13. Rams SS Lamarcus Joyner

PFF gave Joyner a grade of 90.3; good enough for third amongst all safeties. Comparatively, Morgan Burnett finished with a grade of 77.3. The 27-year old had a better coverage grade than any other safety in the league, according to PFF. If he hits the market, the Packers should prioritize him over Burnett.

12. Jaguars CB Aaron Colvin

A few smart people who cover the Packers have written about Colvin as a potential fit in Green Bay, and it makes a lot of sense given his play in 2017. Though he generally did not have to cover the opposition’s top options, the 26-year-old’s PFF coverage grade was 14 points higher than any Green Bay corner. Colvin is a low-risk, high-reward option for the Packers in free agency.

11. Cardinals WR John Brown

If Jaron Brown is fast, then John Brown is lightning. The 27-year old had an unofficial 40 time of 4.3 at the combine, and unlike his teammate, he has actually proven that he can produce at a high level in the NFL. The concerns with the younger Brown are the numerous different injuries he has had to deal with over the last three seasons. That being said, he has missed just eight games throughout his four-year career. He is someone who would greatly benefit from a change of scenery and a one-year “prove it” deal with a team like the Packers.

10. Saints EDGE Alex Okafor

Okafor looked really good this season before a torn Achilles put him on IR. His 21 run stops ranked third amongst edge defenders at the time of his injury, and he had 4.5 sacks to go along with it. Okafor’s best season came in 2014 under a Todd Bowles scheme that's not dissimilar to Pettine’s. It’s possible that the 26-year old would be willing to do another one-year “prove-it” deal like he did with the Saints.

9. Bengals TE Tyler Eifert

When healthy, there are only a handful of tight ends in the league who are better than Eifert. The problem is that Eifert has missed more games (41) than he has appeared in (39). I can’t imagine any team offering Eifert anything more than a short-term, incentive-based contract. Assuming I am correct, the potential reward outweighs the obvious risk for the Packers.

8. Titans G Josh Kline

If the Packers want to protect their most valuable asset, Kline might be a worthwhile investment. The 28-year old is excellent in pass protection, with only eight guards ranking ahead of him in 2017, according to PFF. He does struggle as a run blocker, but the Packers prioritized pass protection when they signed Jahri Evans last year.

7. Eagles WLB Nigel Bradham

I don’t think the transition from 4-3 outside linebacker to 3-4 inside linebacker would be a difficult one for Bradham. The 28-year old’s best asset is speed, and he has the athletic ability to get from sideline-to-sideline with ease. What Bradham lacks as a run defender, he more than makes up for in coverage (only Deion Jones and Bobby Wagner got higher grades from PFF). He and Blake Martinez (8th in run defense) would complement each other nicely and together form one of the better inside linebacker duos in the game. The fact that he has experience as a signal caller is an added bonus.

6. Redskins EDGE Trent Murphy

One thing is clear from his tape, Murphy can rush the passer. After having a career-year in 2016, the 27-year old missed the entire 2017 season with a torn ACL and MCL. Murphy is an excellent bull rusher and also possesses an effective inside move due to his quickness. Murphy is a terrific run defender as well because of his wingspan and sheer strength. The Packers need edge rushers and size, and Murphy brings both. It’s hard to imagine him costing too much coming off an ACL injury and a four game PED suspension.

5. Jets LB Demario Davis

Davis’ explosiveness is the first thing you see when watching the Jets 2017 defense. The 29-year old has excellent speed and his ability to react quickly allows him to explode through the hole. These traits earned him the 11th best run grade at the linebacker position and led to him garnering the most pressures of any off-ball linebacker in 2017. He also finished with an above average grade in coverage (79.7) – a good 36 points higher than Blake Martinez.

4. Seahawks WR Paul Richardson

Some people might want the Packers to sign Allen Robinson, but I’d rather see them sign an ascending 25-year old downfield threat who would cost half the price. Imagine him doing this in green and gold:

Once again, take note of the opponent. That’s Jacksonville’s league best secondary that he beat like a drum. Richardson should be high on the Packers’ wish list this offseason.

3. Eagles TE Trey Burton

Those who were expecting a brand name atop this list will be sorely disappointed – but they shouldn’t be. Burton has all the tools to be an elite tight end, all he needs is opportunity. In the two games that Zach Ertz missed due to injury this season, Burton posted lines of 2-41-1 and 5-71-2, including this work of art:

That’s Alec Ogletree and a safety that he beat for the score. Green Bay’s offense has excelled when they have had a tight end who could stretch the field, and Burton can do just that (he’s faster than Jermichael Finley). At a position where rookies rarely produce, the Packers will need someone like Burton who can step in and make an immediate impact.

2. Broncos CB Aqib Talib (if cut)

There have been recent reports suggesting that the Broncos will cut ties with Talib if they are unable to find a trade parter. Despite being on the wrong side of 30, Talib finished the 2017 season with the second best PFF grade of his career. It’s rare for a team to have a shot at signing one of the league’s best corners without having to break the bank, but that’s certainly a possibility here. If the 31-year-old does indeed become a free agent, the Packers would be wise to make him an offer.

1. Bears CB Kyle Fuller

Bleacher Report graded Fuller as the 10th best outside corner in 2017, while PFF had him at 23. The inconsistencies are still there, but he is quietly ascending into one of the better young corners in the game. To a lesser extent, Fuller could replicate what Revis did for Pettine in New York. The 25-year old might be pricy, but he’d be well worth it for the Packers.

You might want to adjust your expectations. By a lot. $21 mil in cap space is not a whole lot of money. Between rookie cap pools and RFA tenders/re-signs, it's probably closer to $12 mil in real space to go shopping on FAs. I'm not sure what #3, #4, #6, #7, #12, #13, #14 & #19 are going to cost but I doubt they sign for $1.5 mil in cap space average. That's not even Davon House money. That's Quinton Dial money.

Cutting Cobb, Nelson, Bulaga and Matthews outright would result in about $34 mil in cap space. That would mean you could spend about $5.75 mil on average for those 8. Might be doable. Might not. I didn't bother matching the numbers to names. Not that it matters. It all depends on the market. It only takes one team playing crazy money on one of the 8 to blow up the plan. Either way, it definitely means 4 more roster spots to fill.

The salary cap is still a thing, even if the new GM is crazy in love with the vet FA market.

Hank I mentioned 8 different players (Well numbers anyways) so clearly I'm having a little fun with just the THOUGHT of FA being a possibility now. I don't care what Thompson did last season because that was nothing more that a freak one time attempt at trying to fix a roster HE let fade into average or below. Besides who did he really sign? Like most I was excited about Bennett but he turned out to be the nightmare many thought he was. After all, great players without issues don't end up on 3 or 4 teams in 3 or 4 years or whatever it was.

I don't think outright cutting all of those guys is the answer either. Out of all of them I'd be most inclined to keep Matthews if he wouldn't take a pay cut. I think he can still be effective, especially in Pettine's defense. I also think Bulaga and Nelson would work with the Packers in order to stay. Add a year or two to their deals and the cap hit becomes more manageable. Cobb is the only one I'm not so sure about. I still think Cobb can help the Packers but unless he restructures he's got to go. Maybe by redoing Cobbs, Nelsons, and Bulagas deals the Packers could gain $15 million or more in space allowing them to at least make a run at Richardson and Burton and maybe a CB.

More will be revealed in the coming weeks that's for sure and I can't wait to see how it plays out.

We sure see eye to eye on the existing vets. Just to avoid a total boring "I agree" post, I would add that leverage comes into play as well. By that, I mean what they could get on the open market if they play hardball on their existing deals and the Packers cut them.

Nelson has the least leverage due age. Cobb & Matthews have much more. Cobb's leverage is his age. You'd think he has productive years left, Matthews' leverage is that he can still make plays even if he's no longer a feared edge rusher. Based on that alone, I think Cobb and Matthews are candidates for extensions that lower their cap. Nelson is more of a "take the pay cut or leave" situation, IMO. I just don't know about Bulaga. How they handle him depends as much on how they view their younger players than anything else, IMO. If they backup OL is the trash many on this board think, his leverage increases. If they think the youngsters are viable alternatives, his leverage decreases.

Why the hell is Tyler Eifert on this list? Surely we’re not that desperate for a TE that hasn’t played a full season since his rookie year and hasn’t produced because of injuries since 2015. We have enough injury issues already. I think Trey Burton is a great option at TE and would scratch off a TE needed for the draft.

They all want too much money. The issue at hand is whether one of the 31 other teams will give them more than what the Packers have in what must be a tight budget due to existing contracts.

Right now, the Packers can afford one top of the market player, two mid-market guys or 4 bargain bin guys. They can make more space to increase their budget. But the Eiffert v Burton question might come down to whether they want add 1-2 vet FAs or more guys that are in situations where they have to take "prove it" deals.

Given the current contractual commitments and subtracting the rookie cap pool, the Packers will have about as much space as they used on Morgan Burnett, Ahmad Brooks, Davon House & Jahri Evans in 2017. Burnett did not get high end $$ for a Safety but certainly not peanuts, either. The rest were bargain bin guys.

IOWS, if they want to be active players in FA, they will need to carve out more cap space. The weeks between the SB and the start of FA should give us a clue about their intentions.

Donte Moncrief would thrill me. I wanted him out of the 2014 draft. He went 90th while Davante went 53rd.

It's pretty crazy comparing the two from their combine:

Moncrief is 6'2 to Adams 6'1 and Moncrief was 221lbs to Davante's 212.

Both had 39.5 verticals and 4.30 20 yard shuttles.

Davante had one more rep on bench 14 to 13 and a much better 3 cone 6.82 to 7.03.

Moncrief blew Adams away in the broad jump 132" to 123"...and most importantly in the 40 running 4.40 to Adams 4.56.

I felt Moncrief went later than he should've. It was disappointing to take Adams at 53 over Moncrief at 90. I thought Moncrief had a much higher ceiling and of course he's a lot faster which is something we need. Comparing their first two years, Moncrief had the better numbers. I realize Adams was banged up in Year 2 but Donte looked to be on his way to stardom. He missed almost half of his 3rd year and didn't have Luck for his 4th season. There is a lot to mine out of this guy. The well is untapped and there's a ton of oil to spring free.

Talib is a must sign for us. A rare shot at a fiery aging star, at CB. If he has some Terrance Newman in him we might have a quality CB for a lot of years. Curious if Jordy can still blow his doors off?

Yes on Moncrief. No on Talib. Talib has 2 yrs/$19M left on his contract with no guaranteed money, which is enticing. I wouldn't want to extend him or write a new contract for him. I don't follow other teams that much so I only have heard vaguely that he is a cancer, so the FO would have to be persuasive about checking him out. At 31, he would not be out of the question. Have to be a trade, like a 6th or 7th, since I wouldn't want to risk any dead money on this guy.

I wrote that I'd only want the Packers to pursue him if he's cut, and for the same reason you outlined. The reports indicate that he's likely to be cut.

As for the cancer stuff, I read that most of his teammates love him.

Okay, but we are living in different worlds. I want no part of Talib if he is cut. If he's cut, he can negotiate a new deal that would include a signing bonus and guaranteed money. I only would consider him on his current deal that would come with nothing guaranteed. That's worth a 7th round pick to me.

Now if his market value is $7M or $8M AAV over 2 years, maybe, but I guess I thought he'd still command $10M AAV with guaranteed money.

TE, Right Tackle & CB are the 3 positions we need to look at in FAgency, maybe SS depending on the Burnett situation. As mush as we need a speed WR who can actually play WR (unlike janis & davis), to me, that's a luxury, hopefully one we can afford but we won't know what Gutekunst's priorities are until March.

I laugh at the high number of FAs that the packers should pursue along with many of the questionable players on the list. This list is more about desperation at TT for never using FA.

Talib is not someone you want to bring into a young backfield and team.

Why? The Packers were the 11th youngest team after cuts this past fall, the Broncos were 16th.

The Broncos secondary features the following experience levels...

6y, 4y, 2y and two rookies...Talib is a 10 year vet.

Typically, you want veterans with a younger group, not a younger guy. Exactly what we need.

Here's a comment from Mark Kiszla of the Denver Post on what it will mean if Talib is cut to the lockerroom: (notice the 2nd to the last line)

Q: If Elway cuts or trades Talib, how do you think that’ll impact the locker room?

A: Kiz: The shock was when the Broncos cut TJ Ward. As I said at the time, that was the end of the No-Fly Zone. Folks scoffed. But the locker room knew it was true. And I think it also sent a message to the locker room that Elway and the folks in the front office thought it highly unlikely the Broncos could be a serious playoff contender in 2017. My guess is the shock is over. Teammates love Talib. But they get it’s a business.

The reason to not want to bring in Talib is pretty simple. He's probably going to cost a lot of cap space. The Packers don't have much. They might not want to spend what they have on one guy that would be moving to his 4th team. He hasn't worn out his welcome with his existing team as fast as Martellus Bennett did. But that vagabond existence was the red flag they ignored with Bennett that cost them last year.

This isn't fantasy football where everything is done on paper. Each person you bring in will be interacting with the other 52 guys in the locker room. That's a far bigger deal than more fans understand. I don't want Talib in the same room with Damarious Randall. That's too combustible for my tastes.

Deion Sanders was a "vagabond". How'd his career turn out?

Talib can play very well a position that none of our guys can. He's a vet who has won in this league. None of our young guys have. How much is a north side of 30 CB going to command? We got Woodson because nobody wanted him at CB at his age and injury status.

If Bill is still in NE, he may go right back there.

Please, never drop Ted Thompson lines. I hated them enough when he was spouting them year after year.

Too combustible for you? Teammates loved Talib in Denver. Guy is a 10 year vet. There is no reason not to want him unless you don't care about trying to win SBs.

Perhaps, it should be fantasy football because when I play it I do everything in my power to win my league. That was never important to Ted. He'd rather come in 5th or 6th 5 years down the road.

Oh, I understand chemistry is important. Martellus Bennett is a certifiable psycho. I was all for signing him because we needed some crazy. The guy couldn't catch in Green Bay. Bill Belichick was all too happy to snap him right back up. The mindset was correct, it just happened to be disastrous.

Aqib Talib is not Deion Sanders. Not even close. Just like Joe Callahan is not like another UDFA QB by the name of Kurt Warner. Talib and Sanders may be closer than Callahan and Warner. But not close enough for my tastes.

As far as "dropping TT lines' goes, it's flat out ignorant to think he did nothing right. Sure he was way too shy about dipping his toe in the FA waters. But that doesn't change that the reasons he was too shy had some validity to them. It's a risk/reward analysis that must be balanced. TT paid too much attention to the risk. But paying too little attention to the risk is just as big of a mistake.

If Talib was Deion Sanders, the reward would be worth the risk, IMO. But he's not Deion Sanders so I don't think it is worth the risk.

I hope you understand that Deion was only brought up as a superior player who was team jumping to nullify that being on a 4th team is an indicator there's something wrong there.

Personally, I couldn't stand Ted Thompson. I couldn't work for someone like him. I understand he did some things right. He once had a starting CB pairing made up of UDFAs in Shields and Tramon. I think the yang of the yin came with his decision on Hayward, Randall, Rollins, King, House, etc. Amazing he could find UDFA's to start at CB but can't get 1st and 2nd rounders to even be serviceable.

What is ignorant is praising a GM who didn't do everything he could to win SB's. Adding a Talib is a move toward the end of winning a SB. Signing Davon House and drafting Kevin King is not. I hope you can see the difference. Nobody who isn't sold out to win a SB is worthy of any kind of praise but that doesn't mean you can't say he did some things well just that overall he wasn't praiseworthy.

Deion was with 5 different teams.

He spent his first 5 on his rookie contract in Atlanta.

From there, he went to the NIners and had arguably his best season with 6 picks and 3TD's. He was a one year rental for the Niners as he went to Dallas for his next 5 seasons never to have that many picks again. Heck, he had 6 picks, total, in his first 3 years in Dallas.

Talib went from the Bucs to chase a SB with New England for two seasons and then off to Denver to chase one with Manning and the Broncos.

Not sure where this false narrative is coming from that Talib must not be very good and is some huge cancer? He had an incident in Denver in the locker room. So what? He got bombed in Dallas and shot himself accidentally in the leg and lied to police ala Plaxico. I'm not advocating that type of behavior, I hate it, but he plays CB extremely well and is well liked by his teammates. He's an intense guy. We need that.

I can't tell you how excited I am that March might be an actual month for the Green Bay Packers this year. 1 top 6-7 guy on this list, 1 between 12-14 and one flier would go a LONG way in making Green Bay a better team before the draft.

How to pay for all that you say? Simple: Restructure either Cobb or Nelson, cut the other one. Extend CM3 and lower his AAV and cap hit. Depending the the position of FAs brought in, cut Bulaga.

Voila. A better Packer team!

How to pay? = That won't happen. I wouldn't restructure if I was in their shoes. We only have to look at Jerry Rice and Steve smith. As they aged they still could not be stopped. The wheels slowed but were not gone. And they didn't have Hundley as the QB. Nelson is Rice to A-rod. Cobb is still a packer favorite. I could of got two of these guys for what their going to pay Adams. Were Stuck with all three. The solution is the draft for speed now. Mathews is still better than whats out there. The problem is injuries. Not Contracts here. Perry and Mathews must stay healthy and earn their bread. Bulaga. He should be cut? It will probably happen soon. But just nobody is ready to take over.

A burner would be great if he can actually run a f***ing route. We have burners already in Janis and Yancy, but they don't know how to play football! Plain and simple. Aaron wants capable receivers with route trees, not branches. It will be amazing to see how competent our corps of WR with #12 behind center. All this talk of Jordy being too old and Randall not having the skill-set will dissipate once GOAT is flinging the ball. But.... Absolutely, yes!!!! Bring a speedster who can run a f***ing route!

There may also be names that add to the list as teams get their own cap situations in order after the SB and before the start of the new year.

The Steelers and Eagles are in a projected cap deficit now. The Chiefs will need to make room just to sign their rookies.

Seattle, Carolina, Baltimore, Miami and Atlanta all project to having less than $15 mil to navigate the offseason. Rookie pools will take up at least 1/3 of their available space.

This has where TT has done his shopping in the past, and there's nothing wrong with going there. My guess is that there will be vets that surface here that could meaningfully help the Packers. Not losing traction in the compensatory pick equation is a significant perk, IMO, but it shouldn't be the only thing that gets the gears moving.

With Thompson now longer the GM we can now be excited for free agency. Gutekunst has stated that they will be a lot more active in free agency.

While it would be great to be more active in Free Agency, I doubt they will go all out. With QB's getting enormous contracts, we have to expect Rodgers contract to be getting done sometime soon. He could be the first player in NFL history to receive a 100 million in guarantees. That is something to keep an eye on as we approach free agency.

As for Free Agents, one player I think we should keep an eye on is Moncrief. With 2 former Colts coaches on staff, they may have more pull in getting Moncrief here.

In the part about Paul Richardson, it mentions Allen Robinson. The thing with Robinson and Lee is that they had Bortles throwing them the ball. If they played in Green Bay with Rodgers, their numbers would be so much better. There was a play I remember seeing with Robinson early in the year. Robinson was open by 5 yards down the sideline. Bortles threw the ball about 5 yards out of bounds. Robinson basically threw his hands up in the air.

Any of these WR's may like to come to Green Bay to play with Rodgers.

Bring in Moncrief, Richardson and Burton. Release Jordy and Cobb. Instant massive offensive firepower with Rodgers at the helm, and now with a running attack. The Pack would only get one, but dreaming of what could be sure is fun!

This sort of conclusion is what the bean-counter in me arrives at, and it could probably be done for less than the cap savings involved. That is a lot of new faces to integrate into the offense and for AR to develop chemistry with.

Kudo's to Tramon Williams who last year still played at a very high level, both he and Shields were UFA's who became Pro Bowlers under the wing of our new passing game co-ordinator Joe Whitt. Looking back do any of you remember when they also had "Plan B Free Agents", that is what this list looks like and puts more pressure on our new GM in the draft, especially with his 1st Pick, provided a stud is there at WR, TE, or Pass Rusher (pick a position) he has a tough call ahead of him, lets hope he nails it.
