25. Colts WR Donte Moncrief

Moncrief struggled in 2017 due to injuries and the absence of Andrew Luck. That being said, the 24-year-old has yet to reach his prime and is oozing with talent. At the right price, Moncrief could be the playmaker that the Packers need on the outside.

24. 49ers G Brandon Fusco

Fusco has come a long way since getting drafted in the sixth round by the Vikings in 2011. The 28-year old had a strong season in 2017, grading out as PFF’s 24th best guard in run blocking, 20th in pass protection, and 22nd overall. He bested Jahri Evans in all three categories. The Packers should give him a look, if the price is right.

23. Buccaneers QB Ryan Fitzpatrick

22. Jets QB Josh McCown

Fitzpatrick and McCown would both be superb additions to the Packers roster. If the team’s intention is to bring in someone who will mentor Brett Hundley and help him reach his potential, they can do no better than either of these two. If they intend to sign someone who can step in for Rodgers in the event of an injury (knock on wood) and give the Packers a fighting chance, either of these two will do the trick. Of the two, McCown is less likely to sign with a team where he has no shot at starting.

21. Jaguars WR Marqise Lee

Unlike the rest of the receivers on this list, Lee is not a burner. The 26-year-old is similar to most of Green Bay’s receivers in the Rodgers’ era (Nelson/Jennings/Adams), in that he’s more likely to beat you by breaking tackles and savvy route running than with breakaway speed. Seeing as though the Packers were quite successful with similar receivers, it wouldn’t hurt for them to pursue Lee in free agency.

20. Ravens WR Mike Wallace

Even at the age of 31, Wallace is a still a deep threat who can take the cover off the defense. His hands have steadily improved, though concentration drops will always be an issue. He served as Flacco’s top target for much of the 2017 season and was surprisingly consistent. It’s unlikely that the Packers would have to break the bank to sign Wallace, given his age and the number of young and talented receivers that are set to be free agents.

19. Giants G/T Justin Pugh

Pugh’s first four years with the Giants were solid, yet unspectacular. His two highest graded seasons came when he spent most of his time at guard. His time at right tackle is best described as “average”. The 27-year-old has missed 17 games since the start of the 2014 season, and I can’t imagine him getting more than 5 to 7 million a year in free agency. The Packers could sign Pugh to start at right tackle until Bulaga comes back, and then move him to guard once that happens.

18. Raiders LB NaVorro Bowman

Bowman used to be one of the premier two-dimensional inside linebackers in the game. He had excellent coverage skills and few were better at defending the run. As he showed in his brief stint with the Raiders, he can still make a significant impact as a run defender. Injuries have taken their toll, and the three time pro-bowler’s coverage skills have deteriorated because of it. That being said, he’d still be the most impactful inside linebacker the Packers have had in a long time.

17. Bills CB E.J. Gaines

Gaines doesn’t have the name recognition of Malcolm Butler or Trumaine Johnson, but he is arguably just as effective. PFF gave Gaines a grade of 85.9, which is third amongst free agent cornerbacks. The 25-year-old graded out well in coverage as well as run support, but has had durability issues throughout his career. Gaines won’t be cheap, but the fact that he has missed 10 games over the last two seasons could drive his price down.

16. 49ers SS Eric Reid

Reid is another talented player who could come at a discount due to health issues. There are many similarities between Reid and Morgan Burnett (Reid has dabbled at LB for the 49ers). The 26-year-old would be a sufficient fallback option if Burnett were to sign elsewhere.

15. Cardinals WR Jaron Brown

There were a lot of inconsistencies on Brown’s 2017 tape, but the one element to his game that was consistent was his ability to get behind the defense. Here’s one example:

The fact that he did that against the league’s best secondary is certainly noteworthy. 12 of Brown’s 31 receptions (38.7 percent) went for 20 yards or more, while none of Green Bay's receivers had more than eight. If the Packers are looking for a cheap option to quench their need for speed, they should give the 28-year old a call.

14. Cardinals CB Tramon Williams

If you were to play a game of connect the dots, it would lead you to the conclusion that Williams will end up in Green Bay. The 34-year old played in Green Bay for nine seasons before signing with Mike Pettine’s Browns. Williams was PFF’s eight ranked corner in 2017 and finished with the highest grade of his career. If Ted Thompson were still GM, I’d bet the house on this reunion taking place.

13. Rams SS Lamarcus Joyner

PFF gave Joyner a grade of 90.3; good enough for third amongst all safeties. Comparatively, Morgan Burnett finished with a grade of 77.3. The 27-year old had a better coverage grade than any other safety in the league, according to PFF. If he hits the market, the Packers should prioritize him over Burnett.

12. Jaguars CB Aaron Colvin

A few smart people who cover the Packers have written about Colvin as a potential fit in Green Bay, and it makes a lot of sense given his play in 2017. Though he generally did not have to cover the opposition’s top options, the 26-year-old’s PFF coverage grade was 14 points higher than any Green Bay corner. Colvin is a low-risk, high-reward option for the Packers in free agency.

11. Cardinals WR John Brown

If Jaron Brown is fast, then John Brown is lightning. The 27-year old had an unofficial 40 time of 4.3 at the combine, and unlike his teammate, he has actually proven that he can produce at a high level in the NFL. The concerns with the younger Brown are the numerous different injuries he has had to deal with over the last three seasons. That being said, he has missed just eight games throughout his four-year career. He is someone who would greatly benefit from a change of scenery and a one-year “prove it” deal with a team like the Packers.

10. Saints EDGE Alex Okafor

Okafor looked really good this season before a torn Achilles put him on IR. His 21 run stops ranked third amongst edge defenders at the time of his injury, and he had 4.5 sacks to go along with it. Okafor’s best season came in 2014 under a Todd Bowles scheme that's not dissimilar to Pettine’s. It’s possible that the 26-year old would be willing to do another one-year “prove-it” deal like he did with the Saints.

9. Bengals TE Tyler Eifert

When healthy, there are only a handful of tight ends in the league who are better than Eifert. The problem is that Eifert has missed more games (41) than he has appeared in (39). I can’t imagine any team offering Eifert anything more than a short-term, incentive-based contract. Assuming I am correct, the potential reward outweighs the obvious risk for the Packers.

8. Titans G Josh Kline

If the Packers want to protect their most valuable asset, Kline might be a worthwhile investment. The 28-year old is excellent in pass protection, with only eight guards ranking ahead of him in 2017, according to PFF. He does struggle as a run blocker, but the Packers prioritized pass protection when they signed Jahri Evans last year.

7. Eagles WLB Nigel Bradham

I don’t think the transition from 4-3 outside linebacker to 3-4 inside linebacker would be a difficult one for Bradham. The 28-year old’s best asset is speed, and he has the athletic ability to get from sideline-to-sideline with ease. What Bradham lacks as a run defender, he more than makes up for in coverage (only Deion Jones and Bobby Wagner got higher grades from PFF). He and Blake Martinez (8th in run defense) would complement each other nicely and together form one of the better inside linebacker duos in the game. The fact that he has experience as a signal caller is an added bonus.

6. Redskins EDGE Trent Murphy

One thing is clear from his tape, Murphy can rush the passer. After having a career-year in 2016, the 27-year old missed the entire 2017 season with a torn ACL and MCL. Murphy is an excellent bull rusher and also possesses an effective inside move due to his quickness. Murphy is a terrific run defender as well because of his wingspan and sheer strength. The Packers need edge rushers and size, and Murphy brings both. It’s hard to imagine him costing too much coming off an ACL injury and a four game PED suspension.

5. Jets LB Demario Davis

Davis’ explosiveness is the first thing you see when watching the Jets 2017 defense. The 29-year old has excellent speed and his ability to react quickly allows him to explode through the hole. These traits earned him the 11th best run grade at the linebacker position and led to him garnering the most pressures of any off-ball linebacker in 2017. He also finished with an above average grade in coverage (79.7) – a good 36 points higher than Blake Martinez.

4. Seahawks WR Paul Richardson

Some people might want the Packers to sign Allen Robinson, but I’d rather see them sign an ascending 25-year old downfield threat who would cost half the price. Imagine him doing this in green and gold:

Once again, take note of the opponent. That’s Jacksonville’s league best secondary that he beat like a drum. Richardson should be high on the Packers’ wish list this offseason.

3. Eagles TE Trey Burton

Those who were expecting a brand name atop this list will be sorely disappointed – but they shouldn’t be. Burton has all the tools to be an elite tight end, all he needs is opportunity. In the two games that Zach Ertz missed due to injury this season, Burton posted lines of 2-41-1 and 5-71-2, including this work of art:

That’s Alec Ogletree and a safety that he beat for the score. Green Bay’s offense has excelled when they have had a tight end who could stretch the field, and Burton can do just that (he’s faster than Jermichael Finley). At a position where rookies rarely produce, the Packers will need someone like Burton who can step in and make an immediate impact.

2. Broncos CB Aqib Talib (if cut)

There have been recent reports suggesting that the Broncos will cut ties with Talib if they are unable to find a trade parter. Despite being on the wrong side of 30, Talib finished the 2017 season with the second best PFF grade of his career. It’s rare for a team to have a shot at signing one of the league’s best corners without having to break the bank, but that’s certainly a possibility here. If the 31-year-old does indeed become a free agent, the Packers would be wise to make him an offer.

1. Bears CB Kyle Fuller

Bleacher Report graded Fuller as the 10th best outside corner in 2017, while PFF had him at 23. The inconsistencies are still there, but he is quietly ascending into one of the better young corners in the game. To a lesser extent, Fuller could replicate what Revis did for Pettine in New York. The 25-year old might be pricy, but he’d be well worth it for the Packers.
